Is the District Council a part of city government?

No.

The City contracts with the district councils to perform certain tasks related to keeping residents informed and insuring residents have input into governmental decisions.

Although much of the funding for the councils' work comes from the city, it is the district councils' boards, and the residents of each district, who determine what each council does and how it gets done.
